Cameroon has important and diverse natural resources. The ministry of environment and forest (1996) while working on the national management environmental plan estimated that out of a total surface area of 465 412 km2, 68 125 km2 are agricultural lands and only 28.9% are actually cultivated. For pastoral production there is potentially 142 890 km2 which can be used. However, these resources are poorly distributed across the country; in some regions there are several factors such as tsetse flies or intensive/extensive agricultural practice lack means, which preclude intensive development of agriculture production, while in others it is the prevailing legal status of the natural resources which is highly favor. Global average daily calorie consumption because of its modest resources and favorable agricultural conditions, cameroon has one of the best-endowed primary commodity economies in sub-west africa. Still, it faces many of the serious problems confronting other underdeveloped countries, such as stagnant per capita income, a relatively inequitable distribution of income, a top-heavy civil service, endemic corruption, and a generally unfavorable climate for business enterprise. Since 1990, the government has embarked on various imf and world bank programs designed to spur business investment, increase efficiency in agriculture, improve trade, and recapitalize the nation's banks. The imf is pressing for more reforms, including increased budget transparency, privatization, and poverty reduction programs. Subsidies for electricity, food, have strained the budget. New projects - in agriculture, for example - have attracted foreign investment, but large ventures will take time to develop. Cameroon's business environment - one of the world's worst - is a deterrent to foreign investment domestic as the we are just the best you are highly to enjoy quality service.
