If you are applying for driving licence first time, you should apply for new driving Licence. Minimum age to apply for new driving licence is 18 years. One should apply for new driving licence in New Delhi in the RTO, in the jurisdiction of which applicant lives. New driving licence in New Delhi is two stage process : LEARNERS DRIVING LICENCE PERMANENT DRIVING LICENCE 1. LEARNERS LICENCE PROCESS IN NEW DELHI First stage of Driving licence is to apply for learning driving licence. For this application form along with supporting documents and fees should be submitted to the concerned RTO. After this appointment for test is being given. On the date and time of appointment applicant has to undergo computer test. Upon successful clearance of the test , learning licence is issued. Validity of the learning licence is six months. Next stage is permanent driving Licence. 2. PERMANENT DRIVING LICENCE IN NEW DELHI After 30 days from the date of issue of learning licence, applicant can apply for permanent licence. Again application form along with supporting documents and requisite RTO fees is to submitted to the RTO. RTO gives an appointment for Driving skill test. On the day and time of appointment, applicant will have to clear driving test. After successful completion of the test, Permanent driving licence is issued.
