Since the fault current is 11.5 Amps against the fuse provided of 30 Amps, the fuse would not blow. If a person happens to touch the motor frame, he could be subjected to heavy electric shock of 230Volts to ground. as the fault current takes the path of least resistance, viz. through the person In this case, causing shock, bum Injuries and finally death due to cardiac arrest. If however, the earth resistance is kept less than I Ohm, the fuse would blow for the fault current of 230W I Ohm = 230 Amps.
