at vpa india, we, help the clients during the whole clean development mechanism (cdm) consulting for preparation of project design documents (pdd) & project report. in general, the cdm project development and monetization process cycle consist of the following steps: review of the project activity and preparation of strategy. ø  decide whether to register the project as a single standalone cdm project activity (cdm pa) or as a cdm programme of activities (cdm poa) where multiple project instances can be included in the poa at a later stage. ø  preparation of project idea note. ø  intense discussions of vpa india with the project owner to solidify the approach to be followed to accomplish the task of monetization of the carbon and environmental attributes. at this time generally the crediting period to go for is decided. for cdm project activity the crediting period is either for 10 years fixed or 7 years renewed 2 times so that the total project crediting is 21 years. every time, at the time of crediting period renewal the base line has to be reassessed and applied accordingly. in case of programme of activities, the crediting period is 28 years, renewal 3 times after every 7 years. generally during these discussions, the applicable approved methodology to be used should have been decided. in case it is found that there is no approved technical methodology which is applicable as per the existing or proposed project activity then a new methodology is to be written and get it approved from the unfccc cdm secretariat and cdm eb. it may be possible that along with the new methodology approval application we may submit the project for the validation also. ø  appointment of the cdm doe. as per the approved methodology project design document (pdd) in case of cdm pa, and poa design document (poa dd) in case of cdm poa is prepared and published by the appointed doe for international stake holder consultation process on the unfccc web site. by this time local stake holder consultation must have been completed and recorded the details as appropriate in the pdd/poa dd. once the publishing period is completed the project onsite visit is conducted by the appointed cdm doe. ø  in the meantime, or before this stage, host country approval letter is obtained for implementing the project in any particular country. this is called as letter of approval (loa). ø  cdm doe issues the audit findings after conducting the project site visit. ø  audit findings are replied with relevant evidences and then cdm doe may close all car’s and cl’s and uploads the final validation report along with associated documentation to the unfccc cdm website. alternatively, cdm doe may issue a negative opinion. ø  payment of cdm registration fees to unfccc, if applicable. ø  replying to cdm secretariat / cdm eb findings and questions as may be applicable through cdm doe. ø  registration of the cdm pa or cdm poa with unfccc. cdm eb rejection of the registration request is also a possibility. ø  adding of cdm programme activity/ies (cpa/s) to the cdm poa after due audit by the cdm doe. cdm eb rejection of the cpa addition request is also a possibility. one or more cpas can be added to the poa immediately after the date of registration of the poa. cdm pa / cpas can have one or multiple methodologies. ø  monitoring the project as per the registered monitoring plan described in the project registration documentation either for the cdm pa or cdm cpa/s. ø  preparation of monitoring report for cdm pa or cdm cpa/s. ø  hiring of cdm doe for conducting the verification and certification of cer’s. ø  publishing of the relevant monitoring report/s on the unfccc website ø  after the completion of the prescribed publishing period, conducting of onsite field visit by the appointed cdm doe to check the operation and monitoring of the project activity. ø  issue of verification audit findings by the appointed cdm doe. ø  audit findings are replied with evidences and cdm doe closes all car’

In general, the GS project development and monetization process cycle consists of the following steps: Ø  Review of the project activity and preparation of strategy Ø  Decide whether to register the project as a single standalone GS Project Activity (GS-PA) or as a GS Programme of Activities (GS-PoA) where multiple project instances can be included in the PoA at a later stage. Ø  Preparation of Project Idea Note Ø  Intense discussions between project owner and VPA India to solidify the approach to be followed to accomplish the task of monetization of the carbon and environmental attributes. At this time generally the crediting period to go for is decided. For GS PA / PoA the crediting period is either for 5 years renewed once so that the total project crediting period is 10 years. Every time, at the time of crediting period renewal the base line has to be reassessed and applied accordingly. Generally during these discussions, the applicable approved GS /CDM methodology to be used should have been decided. In case it is found that there is no approved technical methodology which is applicable as per the existing or proposed project activity then a new methodology is to be written and get it approved from the Gold Standard Secretariat. It may be possible that along with the new methodology approval application we may submit the project for the Validation also. Ø  Appointment of GS VVB. As per the approved methodology “Project Document” or “Project Document + Monitoring Report and “Annual Report” shall be prepared as may be applicable from case to case. By this time local stake holder consultation must have been completed and recorded the details as appropriate in the project documents. Submission to GS for preliminary review and listing is a requirement for Project Design certification. Subsequent submission of project documents to GS VVB along with GS feedback is necessary to start the Design Certification. Ø  Obtaining Host Country Approval letter is not necessary for GS projects. Ø  GS VVB issues the audit findings after conducting the project onsite audit. Ø  Audit findings are replied with relevant evidences and there after GS VVB may close all CAR’s and CL’s and issues the Final Validation Report to Project owner. Alternatively, GS VVB may issue a negative opinion. Ø  Once the project documents are uploaded in the Registry system, GS may select the project for review. If the project is selected for review by GS, VVB along with the Project owner shall reply to GS findings and close all the GS findings satisfactorily. Ø  Once GS clears the project then it is registered with GS. GS rejection of the registration request is also a possibility. Ø  Adding of GS Programme Activity/ies (VPA/s) to the GS PoA after due audit by the GS VVB. GS rejection of the VPA addition request is also a possibility. Ø  One can go for only GS PA / GS PoA validation or validation + verification as may be necessary depending on the project circumstances and preference. Ø  If necessary, GS labelling is done for CDM registered projects along with the above-mentioned steps.   PROJECT POST REGISTRATION STEPS IF THE PROJECT IS ONLY VALIDATED AT THE FIRST ATTEMPT The number of Performance Certifications in a 5-year certification cycle is not limited although it must take place at least once, no later than two years after Project implementation or Design Certification, whichever is later. In case of Design Certification Renewal, it must take place no later than two years after initial Design Certification. Ø  The maximum number of Design Certification Renewals and whether a certain number or automatic or reduced in scope is governed by individual Activity Requirements and/or Product Requirements. Being one of the oldest consulting and project developers for GHG projects under VERRA (previously known as VCSA), we are involved in various VCS/VCS+CCB/REDD+/JNR/SD VISta/Landscape projects consulting & project development across the World since beginning of the VCS Program. In general project development and monetization process cycle under the VCS/CCB which are the most commonly used VERRA programs, consists of the following process steps: Ø  Review of the project activity and preparation of strategy. Ø  Decide whether to register the project as a single standalone VCS/CCB Project Activity or as a grouped project where multiple project instances can be included in the group at a later stage during verification. Ø  Preparation of Project Idea Note / Draft Project Document Ø  Intense discussions between project owner and VPA India to solidify the approach to be followed to accomplish the task of monetization of the carbon and environmental attributes. At this time generally the crediting period to go for is decided. In general, non-AFOLU projects have crediting period is either for 10 years fixed or 7 years renewed 2 times so that the total project crediting is 21 years. Ø  For AFOLU projects other than such ALM projects, the project crediting period can be 20 years up to a maximum of 100 years, means renewed at most four times with a total project crediting period not to exceed 100 years. In case of renewal after each crediting period, the base line has to be reassessed and applied accordingly. Generally during these discussions, the applicable approved methodology should have been decided. In case it is found that there is no approved technical methodology which is applicable as per the existing or proposed project activity then a new methodology is to be written and get it approved from VERRA. Both CDM and VCS methodologies are applicable and can be used for VERRA projects. The same is true for methodologies developed by the Climate Action Reserve, with the exception of their forest protocols. Ø  The VCS registry system is a multi-registry system, comprised of a number of registry service providers and a central project database. Project developers open accounts and submit required documentation to their chosen VCS registry administrator to apply for project registration and issuance of Verified Carbon Units (VCUs). VCS registry administrators are responsible for uploading project information to the VCS project database and for issuing VCUs into their clients’ accounts. There may be VCS and Registry specific fees for various services. Ø  Appointment of the VVB. As per the approved methodology, Project Documents based on VCS templates are prepared and submitted for publishing in the pipeline by VCS. Subsequent to this the VVB is appointed and the listed project documents are published for international stake holder consultation process on the VERRA web site. By this time local stake holder consultation must have been completed and details recorded as appropriate in the Project Document. Once the publishing period is completed the project onsite visit is conducted by the appointed VVB. Depending on the project start date and choice, project owner can go for either validation or validation + verification in the first attempt. Ø  Obtaining Host Country Approval letter is not necessary for VCS/CCB project. Ø  VVB issues the audit findings after conducting the project site visit. Ø  Audit findings are replied with relevant evidences and there after VVB may close all CAR’s and CL’s and issues the Final Validation Report along with the VCS Deed to Project owner. Alternatively, VVB may issue a negative opinion. Ø  Once the project documents are uploaded in the Registry system, VERRA may select the project for review. If the project is selected for review by VERRA, VVB along with the Project owner shall reply to VERRA findings and clos
