The WIRELESS PLANNING & COORDINATION (WPC) Wing of the Ministry of Communications, created in 1952, is the National Radio Regulatory Authority responsible for Frequency Spectrum Management, including licensing and caters for the needs of all wireless users (Government and Private) in the country.
It Covers all kinds of wireless products under various Mandatory licensing and Certification schemes such as Equipment Type Approvals, Experimental license, Import License, Maritime and Mobile License as per INDIAN WIRELESS ACT/INDIAN WIRELESS TELEGRAPGY ACT.
The Equipment Type Approval is issued for radio devices operating in unlicensed frequency bands after checking their compliance with Indian Standards. Some of the technologies under de-licensed bands are, Wi-Fi, Bluetooth, RFID, NFC etc.
The Department of Telecommunication of India had mandated that any Telecome Equipment must undergo prior Mandatory Testing and Certification.
Any OEM/ Importer/ Dealer who wishes to Import or sell any Telecome Equipment in India, shall have to obtain Certificate from Telecommunication Engineering Center (TEC) and Mark or Affix the Equipment with Appropriate Certification label.
The TEC certificate will be released for the model of the Telecome Equipment and the validity for the certificate will be Five Years.
This order will come into Effect from 1-Oct-2019 for some products, and more products will be added in different phases.
WHAT ARE THE DIFFERENT TYPES OF SCHEMES IN TEC MTCTE?
SIMPLIFIED CERTIFICATION SCHEME:
GENERAL CERTIFICATION SCHEME(GCS):
The Saudi Standards, Metrology and Quality Organization (SASO) have made a decision to Implement a new Saudi Product Safety program (SALEEM) by launching a SABER Platform for the online certification of Exports to Saudi Arabia. SASO has published a list of Technical Regulations covering various products such as Lube Oils, Detergents, Building Materials and Construction Products, Paints, Lifts, Vehicle Spare Parts, Textiles etc. The products covered by the Technical Regulations are referred to as Regulated Products. The Conformity Assessment Process for the Regulated Products is a two-stage process:
Stage 1: Issuance of Product Certification of Conformity (PCoC).
The PCoC is issued for every regulated product as per the applicable product standards defined in relevant Technical Regulation. The PCoC is valid for a period of one (1) year. In order to facilitate the products registration on SABER, our office in KSA is ready to assist the importers to register their products on their behalf.
Request for Product Certificate of Conformity (PCoC) by Importer.
Entry of Product Details in the system based on KSA Customs Tariff Code.
Selecting of Certification Bodies (CBs) such as Intertek.
Payment of PCoC Fees.
Conformity Assessment and entry of substantiating Documents/Verification Results by Intertek.
Issuance of PCoC from the system.
Stage 2: issuance of shipment certificate of conformity (SCOC).
Every regulated product included in the shipment will be verified whether valid PCoC exists for that product and if found to be true will be issued with the SCoC. The SCoC is valid for that specific shipment only.
Request for Shipment Certificate of Conformity (SCoC) by Importer.
Payment of SCoC Fees.
Verification and confirmation of valid PCoC for the product by Intertek.
Issuance of SCoC from the system
Importers have to register online on the SABER platform to obtain PCoC and SCoC. Intertek is accredited for most of the Technical Regulations in all the five regions and Importers can select one of Intertek’s five (5) Accreditation Offices to facilitate Conformity Assessment and Certificate issuance. The Objectives of Standards & Labeling Program is to provide the consumer an informed choice about the energy savings and thereby the cost savings potential of the marketed household and other equipment. The scheme was launched by Ministry of Power in May 2006 and is currently invoked for equipment /appliances under two schemes Mandatory and Voluntary.
BEE- Bureau of Energy Efficiency (BEE) grants STAR RATING of appliances depending upon their energy efficient design and performance.
Greater the number of stars, better its energy saving ability. It is an added sales point thus creating an edge over competition.
Ministry of Electronics & Information Technology (MeitY) initiated Compulsory Registration Order (CRO) through a Gazette Notification during end of 2012 and brought in 49 product categories under this Mandatory Registration Scheme till now, Bureau of Indian Standards (BIS) has been appointed as the implementation agency.
Under this program of CRO popularly known as Compulsory Registration Scheme(CRS), it is mandatory for the Manufacturers of the Electronics and Lighting products to get a Unique Registration Number from BIS and affix a BIS MARK on the subject product + packaging. BIS has clarified that, this registration scheme is for the factory which manufacture these products and not for Brand Owners or Importers.
The Unique registration number will be provided to the factory for a Particular Product Category and Brand. A separate Registration number has to be taken by the factory for a different Product Category or Brand or combined.
