The Rotating Circulating Packer Setting Tool is placed between the running tool and the Handling Nipple / lift sub. It is designed to apply set down weight to compression set liner top packers. A set of spring loaded dogs are used to transfer set down force from the drill string to the Setting Sleeve on the liner packer .The drill string can be rotated. This tool has a indicating mechanism that when during the application of set down force to help work the force down to the packer shear pinned for acertain load can ensure that a certain force was actually applied to the packer. After the indicating mechanism is sheared flow ports are opened between the drill string and annulus at the top of the packer. This allows circulation at the liner top to remove any cement that was displaced past the liner top.
