1.1 The ERC Inserter & Extractor shall be capable for insertion and extraction of all types of Elastic Rail Clips (ERC) being used in Indian Railways without damaging the insert and the sleeper. 1.2 The ERC Inserter & Extractor shall also be capable for extraction of externally jammed Elastic Rail Clips from the insert without breaking insert/sleeper/ERC. 1.3 The machine shall be compact and robust and capable of working continuously during the severe Indian atmospheric and climatic conditions. 1.4 The machine shall be non-infringing type to the traffic and shall not need any traffic block and easily attachable/detachable within short time. 1.5 The machine shall take the reaction from the insert and not from the sleeper. This is essential so as not to disturb or damage the sleeper. 1.6 The machine shall have suitable transporting arrangement. 1.7 It should be able to work in track circuited areas without any effect on the progress.
