This is Non ionic Silicon based surfactants acts as Spreader, Penetrator, and Activator .

Surfactants are compounds that lower the surface tension of a liquid like water, the interfacial tension between two liquids, or that between a liquid and a solid.
This surfactants can significantly enhance the biological activity of pesticides.

Mode of action-
On application ,it decreases the contact angle of water droplet to any surface like leaf, soil etc and increases the spreading of water droplet on the leaf during the pesticide spray.  
Surfactants actually reduce the surface tension of water.
When the contact angle of liquid is 0°, the liquid will spread out into a micro-thin layer over the surface. Such a surface is said to be fully wettable by the liquid.
