Manufacturers of any of 49 products notified in Compulsory Registration Order located in India or outside India can apply for the grant of Registration under the Compulsory Registration Scheme (CRS).   Requirement for Bis License There are four basic pillars of BIS Licence.   Manufacturer  The BIS licence shall be granted to the manufacturers only not to the importers or the sellers. However, the importer can act as an Authorized Indian Representative on behalf of the foreign manufacturer and submit the application to BIS but the final licence shall be granted to the manufacturer only.    Manufacturing Address  If the same manufacturer having multiple factory locations for one product, then separate BIS licence shall be required for each location.   Product  Each product needs separate BIS licence. However, if the same product having different models, then the same may be covered under one licence.    Brand / Trademark  Each Brand or Trademark need separate BIS licence. 

Products with radio and/or wireless functionalities that are imported or manufactured and marketed in India must have an equipment type approval (ETA) certificate from the Wireless Planning and Coordination (WPC) wing of the Ministry of Communications of the government of India. This includes products with Bluetooth, wireless local area network access technology (Wi-Fi), small digital radios (Zigbee), and radio frequency identification (RFID) among others.   ETA (Equipment Type Approval) Equipment Type Approval (ETA) is an approval that has to be obtained from WPC before importing any wireless device in India which functions in the de-licensed frequency band. Such equipment includes products like Bluetooth devices, mobile phones, Wi-Fi technology, RFID, and others.   To obtain an ETA for de-licensed frequency band devices, a detailed test report of the equipment obtained from a well-recognized laboratory has to be submitted to WPC for evaluation. We help our clients with testing of their equipment and obtaining the test report in the proper format for submission to WPC.   Scope Mandatory requirements for all wireless products (transceivers, transmitters, and receivers) entering the Indian market. It is National Body for the standards. They have their own mark “ISI”. They are preferred only for those items which are mandatory in India as they are costlier and their lead time is high. They consider CB report of only MCB. For rest of the items they depend on their own testing. NABL is an accreditation body, with its accreditation system established in accordance with ISO/ IEC 17011. ‘Conformity Assessment –Requirements for Accreditation bodies accrediting conformity assessment bodies. After a successful evaluation, the product will be granted and Type approved. Separate Generic Requirements is available by TEC for each type of product. Type Approval is granted to eligible applicants only.   Interface Approval The telecom product or network which interfaces with Indian Telecom Network should comply with its TEC Interface Requirement (IR). After a successful evaluation, the product will be granted Interface approval. Separate Interface Requirement is available by TEC for each type of product. Interface Approval is granted to eligible applicants only.   Technology Approval The R&D organization which develops equipment to transfer technology to other manufacturers is granted with Technology Approval by TEC authority. Technology Approval is awarded for a specific product after evaluating the applicable Generic Requirement (GR). The specialized Core Group at TEC (HQ) in association with RTEC performs all the testing required for the evaluation of the applicable GR.Mandatory Testing and Certification of Telecom Equipments (MTCTE)   The Indian Telegraph (Amendment) Rules, 2017, provides that every telecom equipment must undergo mandatory testing and certification prior to sale, import of use in India.   The testing is to be carried out for conformance to Essential Requirements (ER )for the equipment, by Indian Accredited Labs designated by TEC, and based upon their test reports, the certificate shall be issued by TEC.

A BEE-rating certificate is a document that indicates the product’s level of BEE compliance. A level one contributor is the highest achievable status and the lowest level of BEE compliance is level eight. The higher the BEE status level, the stronger a company is in relation to its competition. Companies should aim to achieve a higher status level annually.   Bee Star Rating Program BEE sets the standards and label for marking star-rating of various appliances. They also define the testing and certification procedures for all kinds of appliances. When manufacturers make a new model and they want to get their product certified, they do the tests for their appliance as per the procedures designed by BEE and apply for star certification with the data from the tests. Based on the test data BEE provides a star rating for appliances. BEE keeps on refining the standards and certification procedures periodically.   Why Does a Product Need a Bee-rating Certificate? The product needs a BEE-rating certificate to prove their level of performance and electricity consumption status. The certificate includes indicators about product efficiency and performance as per electricity consumption.   The certificate is valid for a year and renewed annually based on evidence submitted for BEE implementation during the period under measurement. Companies can use their BEE-rating certificate to claim product quality among other suppliers. If you don’t have a BEE-rating certificate, your customers will look for a BEE compliant supplier.
