EPR Certificate for E-Waste Management.All the Indian manufacturers and importers of Electronic and Electrical Products need to submit a future plan of the proper disposal of the Electronic-Waste in front of the Central Pollution Control Board (CPCB) as the mandatory requirement.
As per the guidelines, manufacturers, and importers needs to tie-up with the authorized recycler to dispose of the E-Waste and submit all the plans related to estimated dump quantity and method adopted for disposal in CPCB to get the EPR Certificate.
E-Waste Management
E-waste” is a popular, informal name for electronic products nearing the end of their “useful life. “E-wastes are considered dangerous, as certain components of some electronic products contain materials that are hazardous, depending on their condition and density. The hazardous content of these materials poses a threat to human health and the environment. Discarded computers, televisions, VCRs, stereos, copiers, fax machines, electric lamps, cell phones, audio equipment, and batteries if improperly disposed can leach lead and other substances into soil and groundwater. Many of these products can be reused, refurbished, or recycled in an environmentally sound manner so that they are less harmful to the ecosystem. This paper highlights the hazards of e-wastes, the need for its appropriate management, and options that can be implemented.
Manufacturers of any of 49 products notified in Compulsory Registration Order located in India or outside India can apply for the grant of Registration under the Compulsory Registration Scheme (CRS).
Requirement for Bis License
There are four basic pillars of BIS Licence.
Manufacturer
The BIS licence shall be granted to the manufacturers only not to the importers or the sellers. However, the importer can act as an Authorized Indian Representative on behalf of the foreign manufacturer and submit the application to BIS but the final licence shall be granted to the manufacturer only.
Manufacturing Address
If the same manufacturer having multiple factory locations for one product, then separate BIS licence shall be required for each location.
Product
Each product needs separate BIS licence. However, if the same product having different models, then the same may be covered under one licence.
Brand / Trademark
Each Brand or Trademark need separate BIS licence.
Products with radio and/or wireless functionalities that are imported or manufactured and marketed in India must have an equipment type approval (ETA) certificate from the Wireless Planning and Coordination (WPC) wing of the Ministry of Communications of the government of India. This includes products with Bluetooth, wireless local area network access technology (Wi-Fi), small digital radios (Zigbee), and radio frequency identification (RFID) among others.
ETA (Equipment Type Approval)
Equipment Type Approval (ETA) is an approval that has to be obtained from WPC before importing any wireless device in India which functions in the de-licensed frequency band. Such equipment includes products like Bluetooth devices, mobile phones, Wi-Fi technology, RFID, and others.
To obtain an ETA for de-licensed frequency band devices, a detailed test report of the equipment obtained from a well-recognized laboratory has to be submitted to WPC for evaluation. We help our clients with testing of their equipment and obtaining the test report in the proper format for submission to WPC.
Scope
Mandatory requirements for all wireless products (transceivers, transmitters, and receivers) entering the Indian market. Note: only receivers do not need approval, for example, GPS products.
Product Examples: Wireless Bluetooth-Watches, Wireless Water Heaters, Wireless Home Appliances, Wireless Car Radio, Radio Frequency Identification (RFID) tags, and readers, Wireless Medical products used for patient profiling, Laptops, Mobile Phones, Wireless Mouse and Keyboard, Remote Key for entry, Wireless Headphones and/or Earplugs, Wireless Music Players, and any other Radio Frequency Modules.
It is National Body for the standards. They have their own mark “ISI”. They are preferred only for those items which are mandatory in India as they are costlier and their lead time is high. They consider CB report of only MCB. For rest of the items they depend on their own testing. They also conduct the factory testing.
Procedure for Grant of Bis License for Isi Mark
IMEI International Mobile Equipment Identity number is unique to each mobile handset regardless of the technology it handles like GSM, CDMA, UMTS MS, or even Multi-mode MS. This IMEI number is set by the manufacturer in the factory itself. Hence it cannot be changed or erased. All IMEI numbers are allocated and comply with the standards of mobile communication which is 3GPP TS 22.016 and its equivalents. IMEI numbers are used in IMEI number tracking to identify where the cell phone is currently in use for tracking the lost mobile phones and in CBI investigations. IMEI number varies across manufacturers like Samsung IMEI number, Nokia IMEI number etc.
IMEI Number is necessary for each and every mobile handset. Indian telecom regulator TRAI announced that all mobile phones without IMEI number will be banned. Most of these non-IMEI phones are china mobiles. Now there is a facility to register the IMEI number in the non-IMEI mobile phone and a deadline to register in this. People are seen in the queue to register the IMEI numbers in the china mobiles. Special IMEI number registration centers are there to do this across the nation.
