Customs Trade Partnership Against Terrorism (CTPAT) is but one layer in U.S. Customs and Border Protections (CBP) multi-layered cargo enforcement strategy. Through this program, CBP works with the trade community to strengthen international supply chains and improve United States border security. High Security Seals


These seals are designed to provide the most security. The most common high security seals are bolt seals (typically 7mm diameter or more), cable seals (typically 3.5mm diameter minimum) and barrier seals. These seals also serve as barriers since they require special tools (heavy duty bolt cutters, cable cutters or cutting wheels) to remove the seals.


Typical applications include placing a bolt seal or cable seal in the hasp of the door latch. Other common practices are to wrap the keeper bars of a shipping container (or truck trailer) with a long cable seal or use a barrier seal (also known as a keeper bar lock).


The Customs-Trade Partnership Against Terrorism (C-TPAT) is a joint effort between the United States government and businesses involved in importing goods into the United States. One of the C-TPAT guidelines is to use seals rated High Security for international shipments which cross borders.


ISO 17712 Requirements for High Security Seals


Section 4.2.1 All high security seals must be permanently marked with the manufacturer name (or logo) and uniquely numbered


Section 4.2.2 All high security seals must be marked with an H to designate the high security classification.


Section 4.4.1 All high security seals shall be designed to mitigate tampering and leave evidence if tampered. The seal manufacturer will also certify in writing that they conduct periodic tamper evident testing on their seals in conjunction with an accredited process review organization.


Section 5.1.2 All high security seals must be tested by an independent testing lab to successfully pass minimum levels for tensile, shear, bending, and impact. Seals are tested as sold. The independent lab testing must be completed AT LEAST every 24 months to verify seals are still in compliance, or sooner if there is a significant design change in the seal.

Security Seals


These are mid-level security devices which are lower cost than High Security Seals, but offer a higher break strength than Indicative Seals. The higher break strength assures the seals are durable for the application and not prone to breaking unintentionally. These seals typically include lower diameter cable seals (3mm diameter and less) and the high-strength plastic seals. These seals are typically removed with cable/wire cutters or other light weight tools.


Indicative Seals


These devices offer the lowest level of security. They are intended to show tampering, but are not intended to be a barrier for access. This category typically includes metal, plastic, or wire seals which can be pulled apart by hand or cut with a tin snips or scissors.

ISO17712:2013 COMPLIANT HIGH SECURITY SEALS


May 15, 2014, the deadline date for all High Security Seals to be compliant with the new requirements of ISO17712:2013 the international standard for mechanical seals. For seals to be compliant they must be categorized and marked H as High Security Seals when undergoing mechanical testing by an independent ISO 17025 accredited laboratory (Clause 5) and the manufacturer must be certified to both ISO9001 and ISO17712: Annex A.


The new requirement for High Security Seals is that they must also be compliant with Clause 6: Evidence of Tampering. Clause 6 requires the manufacturer to have a documented and audited process and test specification in place in its quality manual for all High Security Seals in its product range. Clause 6 is a valuable addition to the seal standard emphasizing the importance of continuous improvement of tamper resistance and tamper indicating features on security seals.

The Barrier Strength of a Seal Was and Still Is Measured with Four Tests: Impact, Shear, Bend and Tensile Strength. Security bolt seals must be at least 18 millimetres in diameter.


They are single use devices: by removing them, the seals must be destroyed and become unusable. They have to show clear proof in case of inviolability.

These are mid-level security devices which are lower cost than High Security Seals, but offer a higher break strength than Indicative Seals. The higher break strength assures the seals are durable for the application and not prone to breaking unintentionally. These seals typically include lower diameter cable seals (3mm diameter and less) and the high-strength plastic seals. These seals are typically removed with cable/wire cutters or other light weight tools.

High Security Seals

These seals are designed to provide the most security. The most common high security seals are bolt seals (typically 7mm diameter or more), cable seals (typically 3.5mm diameter minimum) and barrier seals. These seals also serve as barriers since they require special tools (heavy duty bolt cutters, cable cutters or cutting wheels) to remove the seals.

Typical applications include placing a bolt seal or cable seal in the hasp of the door latch. Other common practices are to wrap the keeper bars of a shipping container (or truck trailer) with a long cable seal or use a barrier seal (also known as a keeper bar lock).

The Customs-Trade Partnership Against Terrorism (C-TPAT) is a joint effort between the United States government and businesses involved in importing goods into the United States. One of the C-TPAT guidelines is to use seals rated High Security for international shipments which cross borders.

ISO 17712 Requirements for High Security Seals

Section 4.2.1 All high security seals must be permanently marked with the manufacturer name (or logo) and uniquely numbered

Section 4.2.2 All high security seals must be marked with an H to designate the high security classification.

Section 4.4.1 All high security seals shall be designed to mitigate tampering and leave evidence if tampered. The seal manufacturer will also certify in writing that they conduct periodic tamper evident testing on their seals in conjunction with an accredited process review organization.

Section 5.1.2 All high security seals must be tested by an independent testing lab to successfully pass minimum levels for tensile, shear, bending, and impact. Seals are tested as sold. The independent lab testing must be completed AT LEAST every 24 months to verify seals are still in compliance, or sooner if there is a significant design change in the seal.

May 15, 2014, the deadline date for all High Security Seals to be compliant with the new requirements of ISO17712:2013 the international standard for mechanical seals. For seals to be compliant they must be categorized and marked H as High Security Seals when undergoing mechanical testing by an independent ISO 17025 accredited laboratory (Clause 5) and the manufacturer must be certified to both ISO9001 and ISO17712: Annex A.

The new requirement for High Security Seals is that they must also be compliant with Clause 6: Evidence of Tampering. Clause 6 requires the manufacturer to have a documented and audited process and test specification in place in its quality manual for all High Security Seals in its product range. The purpose of mechanical security seals is, as part of a security system, to determine whether a freight container has been tampered with, i.e. whether there has been an unauthorized entry into the container through its doors.

Security seals can be effective only if seal users properly select, store, account for, apply, document and attend to seals prior to use and in use; whilst these issues are not addressed in ISO 17712, they are relevant to the successful use of the seals covered by this ISO standard.

HIGH SECURITY SEALS

The current ISO security standard requires independent confirmation for testing to determine a security seals physical strength (as barriers to entry).

The requirements for certain security level of seals are defined in this specific standard.

The seals that belong to the High security level and Security level are also called barrier seals.

They are made of different metals or metal alloys, meaning that they require special tools to be opened, such as bolt cutters or pliers.

Cable seals and bolt seals also fall into this category of ISO 17712.

Designed to deter opportunistic theft of high value goods, they also can often be branded and numbered to improve tamper resistance and provide excellent security for containers.

The security seals that are in the Indicative level as to 17712 standard plastic seals or fixed closing thin metal seals.

ISO 17712 standard defines three types of classes of seal strength or barrier capacity: I for Indicative; S for Security; and H for High Security. C-TPAT requires the use of H class seals.

High Security Seals

These seals are designed to provide the most security. The most common high security seals are bolt seals (typically 7mm diameter or more), cable seals (typically 3.5mm diameter minimum) and barrier seals. These seals also serve as barriers since they require special tools (heavy duty bolt cutters, cable cutters or cutting wheels) to remove the seals.

Typical applications include placing a bolt seal or cable seal in the hasp of the door latch. Other common practices are to wrap the keeper bars of a shipping container (or truck trailer) with a long cable seal or use a barrier seal (also known as a keeper bar lock).

The Customs-Trade Partnership Against Terrorism (C-TPAT) is a joint effort between the United States government and businesses involved in importing goods into the United States. One of the C-TPAT guidelines is to use seals rated High Security for international shipments which cross borders.

ISO 17712 Requirements for High Security Seals

Section 4.2.1 All high security seals must be permanently marked with the manufacturer name (or logo) and uniquely numbered

Section 4.2.2 All high security seals must be marked with an H to designate the high security classification.

Section 4.4.1 All high security seals shall be designed to mitigate tampering and leave evidence if tampered. The seal manufacturer will also certify in writing that they conduct periodic tamper evident testing on their seals in conjunction with an accredited process review organization.

Section 5.1.2 All high security seals must be tested by an independent testing lab to successfully pass minimum levels for tensile, shear, bending, and impact. Seals are tested as sold. The independent lab testing must be completed AT LEAST every 24 months to verify seals are still in compliance, or sooner if there is a significant design change in the seal.

Security Seals

These are mid-level security devices which are lower cost than High Security Seals, but offer a higher break strength than Indicative Seals. The higher break strength assures the seals are durable for the application and not prone to breaking unintentionally. These seals typically include lower diameter cable seals (3mm diameter and less) and the high-strength plastic seals. These seals are typically removed with cable/wire cutters or other light weight tools.

Indicative Seals

These devices offer the lowest level of security. They are intended to show tampering, but are not intended to be a barrier for access. This category typically includes metal, plastic, or wire seals which can be pulled apart by hand or cut with a tin snips or scissors
