WHAT IS THE PROCESS of pre shipment inspection?


The steps of the inspection process are usually as follows:


1. The importer opens an import document or license.


2. The importer informs the inspection service in the country of import of a pending shipment, and either pays for the inspection up front or pays a percentage based on the value of the commercial invoice, depending on the terms of the importing country's inspection contract.


3. An inspection order is forwarded to the inspection company office in the country of export.

The first order of business is to get shippers Packing List. This is compared with the buyers Purchase Order to determine extent of consignment which is manufactured, packed and ready to ship. This physical quantity verification helps ensure that Shippers Packing List is correct.


After quantity verification Random Sampling is undertaken to draw number of packages required in accordance with the internationally accepted statistical sampling procedure defined by ANSI/ASQC Z1.4 or ISO 2859-1. Each selected carton is initialled by the inspector for verification.


The selected packages are checked for dimensional accuracy, weight conformity and if all requisite marking/labelling is in place and legible. Thereafter the packages are opened to check if contents are as per mentioned quantity and the inner packs conform to order.

(d) Opening Letter of Credit: The documentary credit or letter of credit is the most appropriate and secured method of payment adopted to settle international transactions. On finalization of the export contract, the importer opens a letter of credit in favour of the exporter, if agreed upon in the contract.

(e) Arrangement of Pre-shipment Finance: On securing the letter of credit, the exporter' Procures a pro-shipment finance from his bank for procuring raw materials and other components, processing and packing of goods a transfer of goods to the port of shipment

(f) Production or Procurement of Goods: On securing the pre-shipment finance from the bank, the exporter either arranges for the production of the required goods or procures thorn from the domestic market as per the specifications of the importer.

(g) Packing and Marking: Then the goods should be properly packed and marked with necessary details such as port of shipment and destination, country of origin, gross and net weight, etc. If required, assistance can be taken from the Indian Institute of Packing (IIP).

(h) Pre-shipment Inspection: If the goods to be exported are subject to compulsory quality control and pre-shipment inspection then the exporter should contact the concerned Export Inspection Agency (EIA) for obtaining an inspection certificate.

(i) Central Excise Clearance: Exportable goods are completely exempted from the central excise duty. Such exemption can be sought in one of the following ways:

Export under Bond.

(j) Obtaining Insurance Cover: The exporter must take appropriate policies in order to insure risks:

ECGE policy in order to cover credit risks.

Marine policy, if the price quotation agreed upon is CIF.

The first order of business is to get shippers Packing List. This is compared with the buyers Purchase Order to determine extent of consignment which is manufactured, packed and ready to ship. This physical quantity verification helps ensure that Shippers Packing List is correct.

After quantity verification Random Sampling is undertaken to draw number of packages required in accordance with the internationally accepted statistical sampling procedure defined by ANSI/ASQC Z1.4 or ISO 2859-1. Each selected carton is initialled by the inspector for verification.

The selected packages are checked for dimensional accuracy, weight conformity and if all requisite marking/labelling is in place and legible. Thereafter the packages are opened to check if contents are as per mentioned quantity and the inner packs conform to order.

The cartons are then opened and contents checked for quantity, weight, packaging and marking conformity. Thereafter actual product is checked for workmanship quality, material, dimensions, weight, colour, labelling and other parameters, depending on nature of product.

All defects/non conformities are pointed out and recorded. These defects are classified as Minor, Major or Critical and form the basis of PASS or FAIL in accordance with the relevant AQL limit agreed upon between vendor and buyer.
